I had the same problem with a CS debit card at a few ATMs, but another card worked perfect.
Called CS, they said wrong pin too many time, they had to block it out. Reset the PIN, card works now.

Apologies if this is a read-the-fucking-thread thing, but I'm having a problem here that I haven't had traveling elsewhere: no ATMs will give me money. I put the card in, it asks me if I want to withdraw from savings or checking account (neither works), and then it says the transaction failed. I called JP Morgan Chase and they couldn't tell me anything. What gives? I had to get COP from one of those shitty currency exchanges using my cards.

Here is the part that is confusing:
If you have been vaccinated less than 14 days before, you must also submit the PCR test 72 hours in advance.
So this marks the eighth change in Colombian entrance policies in the last 15 months. You know now that the Duque administration and Colombia is truly an American ally because they have done the unthinkable: they have made the CDC look reasonable.

In a nutshell, they are saying that us foreigners must have a minimum of one dose of a vaccine AND a negative PCR Covid Test taken 72 hours before.
Am I interpreting it right that us foreigners ALSO need a negative PCR test to enter Colombia?
