    Read the forums here and search for Bogota news on youtube. My general feel is that they will not close the airports, but that's my opinion only.

    No, you have to stay in the city where you arrived to do the quarantaine. If you try to travel to Cartagena, they will control your pasport again at the airport and they might easily find out you are supposed to be in quarantaine. There have been reports of foreigners being deported for similar cases. Best is to make a PCR test for example here: https://www.coronapass.com.co/.
