Read the forums here and search for Bogota news on youtube. My general feel is that they will not close the airports, but that's my opinion only.

Looking for some guidance and understanding. Arrived to Bogota without the required Covid test. Having provided a Bogota address to Immigration, I agreed to quarantine for the 15 days or until I am tested negative.

Without the testing, am I required to sit in for the entire 15 days in Bogota, or can I fly to Cartagena for the remainder of my time. Not looking to entirely avoid the testing, but am trying to avoid the cost and time to do it twice, as I will need a fresh test before returning to USA which is very soon.

I did not find any government guidance that specifically stated that I must remain at the same exact location for the 15 day period, or I may designate another location to sit it out. In the same way you have incorrectly stating that I "do not want to follow the law of the land", I will allege you have anger issues. Think about it. I posted the question seeking clarity. Maybe you might not want to prejudge so quickly.

You truly are oblivious to the meaning of quarantine. Maybe a dictionary or some kind of revelation will help you. Angry? Who me? Naw. I'm just surprised how naive you are and uninformed. You should try to do better.

No, you have to stay in the city where you arrived to do the quarantaine. If you try to travel to Cartagena, they will control your pasport again at the airport and they might easily find out you are supposed to be in quarantaine. There have been reports of foreigners being deported for similar cases. Best is to make a PCR test for example here: https://www.coronapass.com.co/. It will cost you 60 $, but always better than staying 15 days in a closed room or being deported for not doing so.

Have you ever heard of a quarantine that lets you fly around to wherever you want? Because that doesn't sound like a quarantine to me.

When you leave quarantine and go to the airport to get your ticket, you will get the opportunity to talk to the police. At the minimum you will be hit with a large fine (multa) and be taken back to your quarantine location and have "you must stay here for 15 days or have a negative PCR test" explained to you again. That's if they really like you and are in a great mood. Otherwise it could be unpleasant.

I see that you don't understand what quarantine means and that you do not want to to follow the law of the land by trying to circumvent your situation. You need to do what is required of you. You put yourself in this situation.
