I am still a bit confused whether it is safe to visit Santa Fe during 7-10 PM by taking a taxi or Uber to the well known clubs and restricting one to the small area? And I guess one has to use taxi or Uber to leave as well?
Or is it an area that should be avoided by solo and / or first time travelers?

Maybe Colombia is not for me?

One guy is on here talking about how terrible Colombia is and how much better Mexico is. He has his point but the thing I mentioned is that he was hanging in the gutters. When I used seeking, I met some ho types, but I also met women who were the earners for their family and who cared for their grandparents and would do anything for them, lawyers, medical students, and engineers. It was pretty standard though that the women with jobs worked 6 days a week, so you are likely going to have to make do with students and the unemployed. I met amazing women from seeking and it bugs me to see everyone say "Eh, they're all a bunch of hos on there. " They are not, not by a long shot.
Over the last 2 years, I met a few women in Medellin, a dozen in Bogota, and two in Cali who would fulfill what you want. You want an arrangement so you should go to the place where women are looking for that too.

For those from Canada, northern US, most of Europe, and other colder climates, it wasn't problem. For those that were used to warmer climates or maybe had just come from Cartagena or Santa Marta, it was more of an issue for them.
Another poster mentioned about it being hard to breathe in BOG. That's more so because of the high elevation but is an important consideration for anyone with respiratory, vascular or similar health problems.
It doesn't appear that you mentioned anything about your level of Spanish, but if you don't speak any at all or very limited, Bogota will be a better choice. Bogota being the capital and financial heart of Colombia means you're more likely to find someone who speaks English. Plus, it's 4 or 5 x the size of Cali population-wise, so you're more likely to find what you're looking for from a numbers game.
I enjoyed my time living in Cali and loads of fun hanging out in the San Antonio and Grenada neighborhoods of Cali. Las Brisas discoteca closer to Jamundi is one of my favorite salsa places in the world. I'm sure other can offer their opinions here and Colombia is a fun-loving country wherever, but I just don't believe a person who isn't a dancer would enjoy Cali as much. Also, I don't have any numbers but my guess is that there's a higher proportion of people in BOG who speak English compared to Cali. One thing Cali does have going for it is that it generally has a lower cost of living and that includes the novias.
Honestly, if you're going to spend almost a month there, I'd say just go to Bogota and that's especially true if you don't speak much Spanish. If the cold becomes an issue, you could always just take one of your novias (or both) on a bus ride to one of the surrounding towns like Melgar or Girardot for a few days or whatever. I don't remember exactly but believe they are maybe 2 or 3 hours away. They're both much warmer than Bogota and with lots of swimming pools.
Villavicencio in the south could also be an option. Very warm and much flatter terrain for those with mobility issues. Don't remember exactly either but maybe 2 hours away from BOG.
Even if you hate it, domestic flights are very inexpensive out of Bogota in case you want to check out other destinations within the country including Cali.
