Recently returned from a 10 day combined 7 day Bogota and 3 day Cali trip. (not including two days of travel time).
i agree colombia is way better than tj
but bogota is better than cali especially during the daytime and on sundays monday tuesdays.

Barrio Teusaquillo is good, walking distance to Santa Fe, Many good apartments. Also the area near Carrera 6th and Calle 19 many there, The Bacata building is one.
