Mask are mandatory everywhere. The area around Santa Fe is the ugliest part of the city, weird people in the street and yes crime is high of course in Centro. If it is your first trip to Bogota, I would advice to stay in a more confortable place of the city and go to Santa Fe by taxi. Once you know Santa Fe, it is up to you if it is acceptable for you to stay in the neighborhood.

Some guys are immediately comfortable with areas like Santa Fe or El Centro in Medellin. Others take awhile before they can walk the areas comfortably. Some never can get over their fear.

I've talked with several guys, on their first trip to Colombia, who were talked into staying close to the red light district by veterans. Each of them were unhappy with their choice. They didn't even feel safe enough to venture out for meals. Everyone has their own opinion on how safe, or dangerous, Santa Fe (or Medellin, El Centro) is, but that doesn't help someone having a panic attack in a cheap hotel room.

Book a hotel for 2 or 3 nights in a better area, around Parque 93, Chapinero or maybe around Calle 109 (is that Santa Barbara? And take a taxi to Santa Fe. If after spending some time around Santa Fe, you feel comfortable and want to stay, check out some local hotels and find one you like. I've found you can often get a cheaper rate dealing directly with the hotel than you can find on the booking sites. Otherwise, extend your stay at your original hotel.

The citizens of that place decide what is best for where they live by electing representation that will put certain laws in place. Don't get mad at the person driving the car because he is following the laws that are in place. A courtroom is no place for emotions; a courtroom is to decide if something outside of the law was done. If you are working within the confines of the law then nobody should have shit to say. People are expected to follow what the laws are, not what some people think the laws should be.
