In my experiences with non-Colombianos in Bog, it all depends on pretty much which climate they were used to or had just come from. For those from Canada, northern US, most of Europe, and other colder climates, it wasn't problem. For those that were used to warmer climates or maybe had just come from Cartagena or Santa Marta, it was more of an issue for them.
Another poster mentioned about it being hard to breathe in BOG. That's more so because of the high elevation but is an important consideration for anyone with respiratory, vascular or similar health problems.
It doesn't appear that you mentioned anything about your level of Spanish, but if you don't speak any at all or very limited, Bogota will be a better choice. Bogota being the capital and financial heart of Colombia means you're more likely to find someone who speaks English. Plus, it's 4 or 5 x the size of Cali population-wise, so you're more likely to find what you're looking for from a numbers game.
I enjoyed my time living in Cali and loads of fun hanging out in the San Antonio and Grenada neighborhoods of Cali. Las Brisas discoteca closer to Jamundi is one of my favorite salsa places in the world. I'm sure other can offer their opinions here and Colombia is a fun-loving country wherever, but I just don't believe a person who isn't a dancer would enjoy Cali as much. Also, I don't have any numbers but my guess is that there's a higher proportion of people in BOG who speak English compared to Cali. One thing Cali does have going for it is that it generally has a lower cost of living and that includes the novias.
Honestly, if you're going to spend almost a month there, I'd say just go to Bogota and that's especially true if you don't speak much Spanish. If the cold becomes an issue, you could always just take one of your novias (or both) on a bus ride to one of the surrounding towns like Melgar or Girardot for a few days or whatever. I don't remember exactly but believe they are maybe 2 or 3 hours away. They're both much warmer than Bogota and with lots of swimming pools.
Villavicencio in the south could also be an option. Very warm and much flatter terrain for those with mobility issues. Don't remember exactly either but maybe 2 hours away from BOG.
Even if you hate it, domestic flights are very inexpensive out of Bogota in case you want to check out other destinations within the country including Cali.

Also, seems to me that a guy who has only danced 2 or 3 times over 17 years in Colombia is about as gringo a thing as you can get.

Whether girls are allowed into a particular residence (airbnb, hotel, etc) depends on many factors including the building's policy, the owner's policy, the security company, or even which guard is working that day.
For example, I stayed in an airbnb near to Santa Fe back in September for 10 days. It was in a tower with many residences.
I was bringing in two or three girls per day.
They had a security guard 24/7, but most times I just walked past with my guest.
Then one day, there was a female security guard and she insisted on checking IDs, and recording the information on her computer.
And guess what, one girl showed up without ID. Undocumented Venny I guess. And the security guard wouldn't let her in.
Then we called the airbnb host who said the policy is actually to protect residents from being drugged, robbed or whatever.
Finally, the security guard said the girl could enter if we signed a waiver to say that if anything bad happens its not the security companies fault.
After that, every time I brought a girl back I told her no ID, no entry, and I took her to the security guard to register even if it was the lax guys working who didn't care, because I realised it was actually in my interest. It put the girl on notice that if something goes down, we know who you are.

So I'm writing this in the taxi on my way back from SF at 7 am.
Wrapping up the after hours scene of SF. I arrived super late last night. Immigration lines were super long so I didn't get to my hotel Until 2 am. Thanks for the recommendation of hotel. I'm staying at the NH hotel Bogot Urbano 26 royal. A short taxi to SF and a 15 min ride to the airport. In summary SF was a blast. When I arrived at 3 am to SF the after-hours scene was just getting started. I keep going in and out of the clubs until I saw what I liked and then it happened. A caraquea with curly hair and a body to die far smiled at me. It was a wrap after that. We shared 3 beers for 20 k and then went up to the pieza. She charged 60 k. They be trying charge 80 k but I be giving them that GET THE F* OUT OF HERE look. After we had a decent fuck we went back downstairs. Since I slept on the plane I didn't want to sleep yet so I ordered a 1/2 of rum 80 k not knowing it includes a lap dance. Score. LOL. I don't typically drink in these scenarios but I felt safe and I wasn't going to drink a lot. The idea is to get the girl tipsy so that the lap dance is more frisky. Overall I had a great night. My night ends at about 645 am with a nice joint session with one of the staff members that recognized me from the last time. Perfect night cap. Now I'm at the hotel having a great breakfast and night night!
