I have traveled and worked extensively in Latin America and I can tell you that it absolutely is the culture that time doesn't have a lot of meaning.

In many Latin American countries, there are two shifts for school. Since schools are neighborhood-based through Secundaria (Jr. High) in most countries, mom or dad walks their kid to school, especially of they're younger. Then they get dressed for work, walk to the bus stop, wait for the bus, then get off of the bus and walk to their job. Most folks don't own a car and they depend upon public transportation. Public transportation is reliable but there aren't schedules. When the bus shows up, you get on it. Sometime you wait 5 minutes, sometimes 25 minutes. Why? Because traffic is horrendous in general. And since a bus has a fixed route, a traffic jam causes problems that somebody with a car might not face.

And since the "boss" was raised in the same culture he understands all if that. So showing up late for work is much more common than it is in North America or Europe. Gringos don't understand this at all and, in general, are upset when somebody doesn't show up exactly when they say they will.

In Central and South America, especially in Colombia. Punctuality is assumed in the States but not so much in Latin America. 1) Probably the number one thing is that I made the assumption that it was like the sites in the US where generally there are no appointments and you can be at a girls place or hotel in under 30 minutes after messaging when she has posted in the last hour or two.
