Thanks to excellent advice from Toreador I went to Chicas 2000.
Saw a stunning redhead there (Jennifer) . Actually saw her twice. She gives a very nice CBJ and the sex was good, though I didn't go for any extras (which she will do). Most of all I found her to be exceptionally hot (a 9) and was very friendly. Highly recommend.
As a first timer, with so-so Spanish, I felt very comfortable at Chicas 2000. I wanted to try Chicas Milenio as well but it seemed to be closed.
It was a short (10-15 min) and safe and easy walk from the JW Marriott. JW Marriott also seems to be Chica friendly for outcall, and I recommend it as a great place to stay. I just didn't feel comfortable in Santa Fe, and I personally do not think it is a good option for first timers, especially if your Spanish is not excellent and you cannot blend in.

Santa Fe is not safe. I've seen guys doing bumps in the bathroom, brawls on the street with guys getting stabbed with broken bottles / lots of blood loss, and of course the usual pickpockets.
That said I do enjoy a quick drop into Atunes or a night at Paisas every once in a while to see if there's any new talent worth inviting out the following day.
As far as taxis go. Never had an issue grabbing one randomly at day or night. Knock on wood then again I make sure to only travel with cash and ID.

Cons. Safety, if you really don't know what you're doing and are not going to act normal and nervous at all times, then this would be a problem. Santa Fe is not big, but I highly recommend looking at a map and knowing the streets you need to go to. I took the Transmilenio, you will see El Castillo become visible as it's the closest club to the TM stop. Get off at the stop and walk down. 2 blocks, look at the maps on here. They are very accurate. Stick to the two-three blocks, do not venture out further as you get into tranny territory. Don't carry your wallet in your back. I was walking from the TM stop to Santa Fe and noticed an Indian guy with a fat wallet in the back pocket that was about as subtle as a baboon's ass. He also looked around like he thought he knew where he was going, but it was obvious that wasn't the case. People like that become instant targets for wandering eyes, and in Santa Fe there are plenty of them. I had a good conversation with a bouncer that works at Whiskey California (I think that's the name) and he told me Santa Fe is not safe past 10 PM. Why? Because you don't know anyone around here. There are lots of people walking around who are simply looking for vulnerable visitors. And while others might say differently, I would not take a taxi from Santa Fe. There are some hookers who basically don't have the best of intentions, and might offer to call a cab for you who is waiting close to the motel. I'd avoid this. Take the Transmilenio, or call for a cab yourself. My personal experience with Santa Fe was that I can see why people would say it's unsafe. I was there during the daytime, when it was OK safety wise. And I was there at night, when there were still plenty of people walking around. I did not have any negative experiences, nor run ins, I act like I know where I'm going, and I don't make an effort to stand out. The latest I was there was 11 PM. I don't know how it is past that time, but I stuck to the three blocks, and I did not feel any danger. I also did not drink, and was fully aware at all times. If someone has a drink or has lost some ability in awareness, then that would be an issue. So in my opinion, I can't say it was dangerous for me but I can see why others can and I'd always recommend to play it safe. If you're there in the daytime, no need to worry. If you're there are night, once you get into 11 PM onwards, the sketchiness increases with lots of wandering eyes and if you pay attention to detail as I do, you'll be able to spot those who are walking around in a groups of 2 or 3 just looking for people. If you use common sense, you can have a great time. Santa Fe does have some very good options and I think the value is excellent.

Higly likely the girl will rush you as there is more business to make, same applies elsewhere, but more so in Santa Fe.
Recommendations:
If first time visitor, go during the day for your first time to Santa Fe. Get to know the lay of the land.
Dress down, try to blend in.
The obvious, use of common sense.
In MY opinion, it is safer to get in and out via the transmillenio, you are in a crowd no alone. Transmilenio however stops running late at night I believe.
Unless you know the person Trust Nobody.

There is a mall called Granahorrar. There you will find very good exchange rates. There are various options there. But probably the best rate you can get is taking money from the ATM Machine.
