This is true, I had heard about TappSI and got the app. Now I'll need to try it next time. Either Uber or TappSI are safe methods, or calling for a cab. If you lack spanish skills, you can ask a restaurant or any other establishment to call a taxi for you and that will work too. If a person does not have a smart phone and cannot call for a taxi, and hailing a taxi is the only option I'd suggest at least not hailing a taxi while you are close to an ATM / Bank.

While my exploration of Bogota is limited, and I don't like to underestimate safety. I can say that Colombia in general is much safer than people make it out to be or what you might have read in the news. As long as you use common sense and recognize the fact that you're in a different country and should not be flashing wealth, you should not face any issues.
