Both Cali and MDE are generally less expensive than Cartagena. Cartagena is a tourist town and has tourist prices. Having said that, you can get laid in both places for 30K or 200K. It all depends on the venue.

MDE in general is a much easier place to monger than Cali. MDE is also a prettier city. I would describe Cali as a bit dreary. Not the prettiest city, though.

There are some small areas like Granada and El Penon that are pretty nice. OTOH if you have the time and energy to look for non-pros, Cali is better.
