According to this article all documents for entry to Colombia must be shown at the airport pre-departure. This makes sense because Colombia does not want to deal with the people who might show up with no vaccine. No test etc.

This is how they did it at JFK. When I went to do bag drop, they wouldn't let me check my bag unless I showed them CheckMIG, then at the gate everyone who didn't check a bag was called up to the gate to verify they all had CheckMIG filled out caused the plane to be delayed because people did not have it filled out.
