    Cartagena for the chicas is not as safe because they do not live downtown. If the girl is from Cartagena, chances are she lives east of barrio Armenia.     I do not know as have not been in MDE in many years. I would think it's more dangerous over there, especially in terms of violent crime. InCartagena, it's more harassment, pickpocketing, stealing and scamming.
