Playa Azul has been opened, Bocagrande beach to be opened next week. I don't know which bars are opened, not a big deal to call each place you are planning to visit. Visitors: Call / email the owner or management about their current policy or just rent a place without a security / concierge. I would still wait until next month. The statements that all girls have left are obviously false.

EDIT: There's a reason for this. You can't just turn on an entire tourist economy in a day. Most hotels and businesses will want to wait until at least mid November as a start date. They need a percentage of business to justify being open. That's not going to happen immediately. Until that critical mass hits Cartagena will be in this weird half-opening stage.

For Cartagena 2020, it is no blow and no ho. Though there was one guy trying to sell me something. It is nowhere close to what is being described in Medellin or Bogota. I would only go if you had someone lined up like I did. There literally were no working girls around the clock tower that I saw.
