    TSA rules apply if you board a plane going to the USA, or even a plane flying over the USA. The airlines are required to comply with TSA rules. If it was a domestic airline and you were flying within the country only then TSA would not apply.

    TSA does have a rule that pertains to carry on of powdered or ground materials and so I'm assuming that would be the reason. It's a pain in the neck for sure.

    But TSA rules govern all direct flights going to the USA from a foreign country. That is why right before you enter the plane there are people asking more security questions and doing random checks. There is none of this had you been going from Colombia to Peru, or Colombia to Brazil, or Colombia to Dominican Republic. So Spirit did it because of TSA rules.

    When I'm in SE Asia longer than my coffee grounds survive I do go to Starbucks and buy Colombian coffee beans. I bring my USA grounds and ask them to match that courseness. Actually I probably like that Starbuck's Colombia coffee better than my daily coffee in USA but it's a tad expensive for daily use at home.

    I don't live in the USA It makes no difference to me. It was a minor one time inconvenience. The 350 gram limit is a Spirit Airlines rule. That explains why you can buy as much coffee as you like right in front of the boarding gates and bring it onto the plane. It also explains why it doesn't get confiscated at the x-ray machines in the primary security area. Since Surfer reminded me of it happening to me I remember the Spirit gate agent told me it is their rule and it applies to any packaged goods, coffee or whatever else.
