If you're going to stay in Medellin, I'll suggest Laureles. Poblado has too many hills and wheelchair accessible places aren't common in El Centro. You'll need to be quite specific about your needs for an apartment. If their are any laws governing accessibility, they aren't enforced.

I definitely second this, Laureles is your best shot. I would contact hotel / airbnb about wheelchair accessible first before booking. I normally would recommend San Peter building but its not wheelchair friendly, definitely girls friendly though.

There is no "the best" casa when you're talking about "the hottest girls. " New Life is the most popular casa, especially with the gringos. It's also one of the cleanest and usually has the largest lineup.

Finding the hottest girl is a sucker's game. You'll bounce to several casas, hoping to find one just a bit hotter, before deciding the hottest was at the first casa. By the time you return, she's gone for the day.

Picking a girl simply because she's the hottest is also going to lead to disappointment. Everyone else picks her every day. She doesn't need to work to impress anyone. She'll still make her money.

At a casa, I look for attitude. There's usually 1 or 2 that stand out. They look happy, they look excited to meet you and there's a bit of a challenge in their eyes. Those are the girls who will usually make sure you remember their names.

So I'm not new to the mongering scene but had a motorcycle accident 9 years ago that resulted me being in a wheelchair. Prior to that Germany, Belgium, the UK, Thailand and Japan where all places I had success. My favorite being the UK as with the influx of Eastern Europeans, it keeps prices down with gorgeous girls. Colombia isn't very wheelchair friendly. You should come with a friend who can help you. In Medellin, especially, there were many buildings with no elevator and only a set of stairs. I wouldn't venture in centro alone in a wheelchair. You'd be too much of a target.

And don't listen to people who tell you Colombia is perfectly safe. There are murders and robberies happening all the time.

If you're going to do this try a more touristy city like Cartagena.

Indeed it is more expensive but it is a different environment. It is after all Europe, where everything is a bit more expensive than in Colombia. I have been in Germany a week now, and can tell you for a fact your not going to get quality pussy from day one for just a bit more in a FKK.
