Yes, if you decline the bank rate you will still get your money. You will receive the money at the Visa Exchange Rate which is set daily which is a FAR better rate than the bank's offered rate.

Honestly, if I had to go to Medellin again, I would stay at the mansion. Much safer to bring girls back, no worrying about front desk, there is a security guard that checks ids before they come in. The exchange rate is 4500 (approximately) right now (or yesterday). If you only received 4,166 then you obviously didn't read the forum very well. You needed to decline the bank rate when it was offered to you. That is the only explanation for you receiving 4,166. Think about it this way. If you pulled 1,000 (US) you would receive 4,500,000 Colombian Pesos. If you accept the bank rate (never do this), you get 4,100,000 Colombian Pesos that is a difference of about 400,000 which is more than enough to have nice meals for most of a week or to have 2 sessions with FB girls or 4 hour long sessions at a decent casa.

First your idea about Colombian taxes is not even close and second even if you did pay some amount of Colombian taxes, it is a direct credit (NOT a deduction) on your US taxes. In other words you would pay the same amount in total. Just some of it would go to Colombia and the rest to the US.

Colombia is a great place to retire. Medellin in particular. Yes it is less expensive than the US but that wasn't my motivation for living here. The climate is fantastic all year round. The coffee is the best in the world. They have fruits and vegetables that aren't available in the US (NO not even in Whole Foods) and their produce is grown all year round so there are no preservatives or artificial colors added. The gun laws are super strict so you are not nearly so likely to get gunned down as in the US. Oh, yeah and the women are beautiful and if you can learn the language to a passable degree you can't believe the amount of women who will make themselves available.

I believe the standard taxi fee now is 90 mil. That includes the airport exit fee and the tunnel fee. So 98 mil probably included a $1.50 US tip. Not worth a thought.
