If you're going to any spot in El Centro, like Parque Botero, expecting a swarm of beauty queens, you're going to be disappointed. Why would all the hottest girls be walking around offering themselves for the lowest price to the people with the least amount of money? Fortunately, the average Colombian girl looks better and takes better care of herself than the average US girl. This means you should be able to find what you're looking for, if you put in the effort.
Read the forum. PolloNegro and Surfer500 both write frequently about the girls in El Centro. There's also reports from TheTallMan, Nounce and others. They may not all agree on everything, but any of them can help you have reasonable expectations.
The strip clubs in El Centro are a good time, for some people. Others won't go near the places. If you're expecting an upscale US strip club, El Centro isn't the place to go. Instead, think of the slummiest strip club you've been to, with better looking girls.

I ended up renting an AirBnB apartment, bought an unlocked Samsung phone and a 12 L portable safe for my valuables, a supply of my favorite condoms, personal lube, wipes and a bullet vibrator. Hows the overall quality in Parque Botero now? Are there many solid 8's running around? I kinda have this feeling like it will be a bunch of fuglies and such but I hope I am really wrong. Luckily there's strip clubs in the center anyway and sounds like a good time. I will finally be checking it out first hand after new years to see what's all the fuss.

The difference being that the cops in Tijuana are corrupt and used to hassling gringos and extorting money from them. There are very few instances of the Police hassling gringos, and typically they are centered around Parque Lleras.
I do remember one posters experience here in Medellin about paying the Police 200 K Pesos, but they caught him carrying drugs. Something not to smart for a foreigner to do here. In Tijuana if you get caught with drugs, you will be spending several hours in jail along with paying out lots of money to walk.
