I've spent my share of time sitting around El Centro; Plaza Botero, Parque Bolivar, Parque de LOS Periodistas, Parque Berrio and even the Prado metro station area. I've pulled out my phone in each place, with no problem.
However, when my phone is out, most of my attention is on my surroundings. If anyone approaches with purpose, the phone goes away. The problem isn't from having your phone out. The problem is focusing on the phone to the exclusion of everything else.
With that in mind, if I'm walking and need to look at my phone, I put myself in a place where I can check my surroundings and I stand with my back to a wall while the phone is out. If you're walking and looking at your phone you need to focus on the ground, on the area in front of you and the phone. That makes you an obvious target.

Yes the vast majority of the violence is with locals and a very small percentage happens to gringos in the vera and Botero plaza area, that's the good news the bad news is that the propensity of something bad happening to you with no other reason of being in the wrong place and the wrong time is exponentially great, so just be careful at all times.
I have witnessed a stabbing about a year ago, a punk boyfriend of a puta in the Vera stabbed her in the neck, she happened to be a puta who I had met on the street just the night before, she was rushed to a hospital and got like 6 stitches and bandaged up, she was back on the street in the Vera later that night, since then this one puta has been stabbed and beat up 2 or 3 more times. This is just one example, these things happen so quickly and 20 minutes later it is business as usual on the streets, you will never hear of it anywhere, this is just the way it is with life on the streets for these girls.
Don't want to argue or start any commotion my only point is to be careful and alert when in centro.

About every Colombiana I know has had at least one cell stolen.

I had my cell nabbed once in SP Brazil, because I wasn't thinking, let my guard down, wasn't worried, LOL.
It sucks.
And those dudes are fast, when they grab and run or are on a bike, like the guy who got mine.
Now I take caution and think about it before I use it.
Probably just a matter of time before yours is yanked if you keep it out without care.

Nice of you to show empathy for those people working the Plaza, and for the girl who was injured.
I agree about missing Colombia while in the states.
Maybe that's why I hang most of my days in both Colombia and Brazil.

If I was a tourist in Poblado then I would lean towards reporting it. Different environment. I would think that more crimes are reported in Poblado then El Centro where it is a way of life.

The Real Beauty of being on the ground In Medellin for at least 30 days is that you can arrange many appointments with many of the beauties of Centro and Parque Botero. I happen to meet a strange looking White Vennie, but she had the biggest asset that I had ever seen on a white girl. She looked as though she was out of place being as white as she was, but the size of her asset made me take a big interest in her. I asked her name and she told me, I asked her how much it was for rato with her and she told me. This occurred around Sept 2, 2019 and from that point on, every night around 9 pm-9:45 pm she would show up for a date and allow me to have my way with her.
Allow me to explain, even though this girl was on the heavier side and the curvy side, she could ride a pole with the best of them. She could suck bull through a drinking straw and after having numerous dates with her I found out that she loved to have sex in the k-9 position. When she was in the K-9 position and the deed was getting good, she insisted that I pulled her hair and gave it to her harder. Sometimes we would go at it for no less than 45 minutes, the actual act of having sex. She is young and her sex drive shows it. Funny thing is she could go from so many to rules to being a complete freak after she became comfortable with you in the bedroom. I have so many funny stories about this chic, but what I really intend to relay in this post is that this particular chic was very reliable and did not mind taking a pounding in the bedroom. I cannot say that for all of the Vennies, but this one was an absolute joy to see every night around 9 pm. Man do I miss Medellin, Pollo Negro is out!

To answer your question directly. I don't know a number. The numbers I have is that I eat dinner on a plastic stool often without table on the street around El Centro about 4 times a week, lunch about 3 times a week, coffee at least 2 cups / day. The only time I get into a car is to go to a club in other places.
There is a web site called Medellin Guru. It complied many statistics. You will see that El Centro and El Poblado are next to each other frequently.
One article says the highest counts of foreigner homicides were El Poblado, Laureles-Estadio.
The above is misleading on purpose, i hope you know the purpose. Here is the full text.
"In Medelln, the comunas with the highest counts of foreigner homicides over the past decade were El Poblado (10), Laureles-Estadio (10) and Beln (6), which are three of the most popular neighborhoods for foreigners living in Medelln."

I undertand your points however just as you are questioning TallMan's numbers where do you get yours?
As far as tourist are concerned, how would you even know if some were victims in the past or not? I think if I were a victim of a stabbing or mugging in Colombia I would not want my name reported where friends, families and my job would know about it and question what I was doing there in the first place?
The girls I have spoken to have openly told me to be aware of my surroundings at all times as they watch out for each other. One told me that on occasion she has warned mongers they know that they are being watched and they need to move from where they are.
Not saying that El Centro should not be visited, but when I go there my spider sense is constantly tingling.
