I have had 3 sim cards in Colombia over the last 2 years. I have never had to do the registration thing and neve had to show my passport to get it.

Also as for needing to buy credit as well, yes it is true you may have to but the sim card will come with a small amount of credit so it is possible to use it and get more credit using your card.

My last one I bought in the corner shop for 4000 COP 4 months ago and I still haven't used all the credit.
