For example Costa Rica makes it illegal to advertise the country as a destination for sex, and publicly makes examples of individuals and pensions (similar to casas in Colombia) with police raids, etc. But the raids are set up for the press, and end up with the police helping themselves to whatever they can grab during the raid. And the owner pays a fine and back in business the next day. Basically the powers that be recognize that there would be a huge social problem if they have single mothers with starving children, when by merely allowing (with controls) prostitution a lot of these gals can earn survival money.

Decided to stay in the mountains for a few days and stayed at the Monte-Helicon Ecolodge located between Santa Elena and Parque Avi. The property has ten cabins, two large jacuzzis, a large dry sauna, along with a large steam room. I took my Tomboy with me, and we where the only guests there on the second day of our stay. It's a cool place. And the Spa facilities were totally ours and we would cycle into the dry sauna, then the steam room called a "turco" here, and then into one of the Jacuzzis which were actually heated with an extensive air bubbling system and have beers while kind of melting away. During one of the cycles I told my companion while in the dry sauna that we where the only ones here, and that in the turco nobody can see what's going on inside, and that I had something on my mind. She gave me a funny look, and we went into the steam room and she knew exactly what I had in mind and said we could go to the cabin, but not in the Turco. So I suggested a compromise, I told her I would go down on her if she took off the bottom of her suit. She was already seated, and gave me a shit eating grin and ripped off her suit and about five minutes later she came, and then it was Jacuzzi time again with another round of beers.
Life is good in Medellin!

I don't know exactly how it works there, but taxes are being paid directly for prostitution there to the Government. Regulation means taxation.
When you think about the benefits to Colombia from prostitution, well the primary one is mongers come to the Country just like any other tourists, staying in Hotels and Apartments, eating in bars and restaurants, and many of these establishments play by the rules somewhat when it comes to paying taxes to the Colombian IRS called DIAN here, albeit a lot of companies fudge on their Colombian tax returns.
