All of the Love Motels within 150 feet of the Veracruz Fountain have bathrooms, towels, and hot water so I consider them clean.
As far as the rates for the Hotels you quoted, the Zona Rosa is directly in front of the Veracruz Fountains about 40 feet away and is about 15 K for short time.
And it changes the sheets, has towels, and hot water so need to be paying 30 K elsewhere, and clean enough for me.
There's a high probability that you can pick up a case of Scabies from one of the Hotels you mention that are in a row.
Not clean at all as you mention.

Ocasionals Milan $8000 30 minutes (on Carrera 53 bar street) big vertical sign with big balcony. Hotel remodelled less than 2 years ago.

I have a friend here visiting and staying in Centro.
A few nights ago at around 9 PM in the evening he was walking around Botero Plaza and four women accosted him and tried to pick pocket him, but he had zippers they couldn't open on his pants and was able to get away.
He said that if they had gotten him on the ground they would of been able to take his belongings.
Yes you have to watch out always, because as soon as you let your guard down and least expect it you can get jacked up.

Can someone please recommend some clean, safe short term motels very close to Veracruz church? The area is very busy so I don't want to go across three four streets, hence need something as close to church as possible.

Medellin has gone the Thailand way. Became too popular, girls found a way to work abroad and have moved en masse. All the best performers in Thailand that I have known for over 15 years are outside Thailand now, even working in such unlikely places as Georgia and Africa.
My last trip was quite underwhelming as well.

There is a reason I haven't been robbed in 20 years of mongering. I keep all valuables home and never rent apartments or air bnb.
