Planning my next trip, but I think it's hard to beat Medellin. The girls are beautiful, the prices are so cheap, I speak the language, short flight from USA, good weather, shit to do around the city that's not mongering-specific. Idk maybe I'll head to Bogota or Cali next.

I was in the same boat a few months ago. I suggest browsing through the Brazil / Sao Paulo threads, lots of useful information there. Furthermore, I think you'll find the girls in Sao Paulo and Buenos Aires much to your liking. Cheap tickets could be found if you look hard enough, and Brazil is about to get rid of the visa requirement for the US passports.

That depends on a few factors. One thing working against you, you're probably on a schedule, only a week or two before you're going home. So your needs are more urgent than their needs. If you're there for a long stretch, then it's a waiting game. See them a few times, keep in contact and wait until they need the money. When they hit you up, just tell them you don't have much money this week, and you can't afford 150 k. Maybe in a few weeks. They're likely to offer a lower price.

Another factor is whether the girl is on the clock. I always passed on the girls who put a time limit. I preferred to spend 2 or more hours, making it into more than just a quick fuck. Make it entertaining for her and she might be willing to take less when she's bored and has nothing to do.

There's also chemistry. With some girls, they enjoy your look, your company and the way you treat them. Others just put on a great act. Telling the difference isn't always easy. Finding the ones who prefer seeing you over other guys, improves your chance of getting a better rate.

I know that Medellin, like much of Latin America, has a varied genetic makeup, but I believe it is mostly mestizo, and many tend not to have natural curves (hence all the plastic surgery). Maybe that's why there are so many disagreements on whether Dominican girls are better (many men preferring their curves due to a much greater African influence).

You need to compare apples to apples. You just compared the city of Medellin to the country of Dominican Republic. If you go to the Cibao region of DR, then the influences on how people look is way less African. If you go to the coast of Colombia, Cartagena for example, you will find way more African influence than the Cibao region of DR and pretty much the rest of Colombia. So you can't see pictures of the population of Iowa and assume the population of Detroit looks the same.

That being said and after reading the rest of your post, I will post a couple of pictures of my nurse chick in Bogota. I don't think you really can "get it" unless you go see for yourself. I live in Thailand and I can't say how many guys have assumed the same thing you are saying, then they go there and their assumptions are proven to be incorrect. Don't look at the photo gallery. Don't look at youtube. Go see for yourself.
