The Zona Rosa is not licensed to rent rooms overnight to foreigners, hence for short time rental that they don't check ID's, but can rent to Colombians overnight no problem, where as Premier Plaza to maintain it's license to rent to foreigners overnight must maintain a log which is monitored by the authorities.

When a Colombian loses their Cedula, they are not issued what your calling a "contrasena" but must file what is called an "anucia", basically a report issued by places that have access to Cedula data base and has the persons name, date of birth, and Cedula number. With a copy of this report some places will accept it as a form of ID. I know this from personal experience as one of my Chicas had lost her Cedula, we went and reported it, and with the report in hand, the Hotel we stayed at accepted it, albeit some places won't. I have never heard of the Colombian government issuing separate numbers for people with Cedulas. Perhaps the reference to contrasena is the actual Cedula number which would make more sense.
