Just filled out the registration form and got confirmation from Migracion. No COVID test required in filling out the form, albeit there was a question as to whether I had been tested which I had.

According to the confirmation E mail, all information correct, except it says I'm arriving at San Andres Island, and my nationality is Vietnamese. Miami airport operators need to follow the rules of the country of destination. If Colombia requires a test, they will ask for the test in Miami, before you jump on the airplane.
