I think the issue is more than compliance. It is easier to reduce the infection if everyone get tested. In Korea, they find and test everyone that come in contact with the person found with the virus. Not so in the countries that are doing badly. May sound odd, but lots of upper class Colombians (Estrato 6) look down on the the poorer living in the barrios that are Estrata 1 and 2. When you sign up with Claro for cable, they have a tiered payment schedule with the same for EPM for utilities.

I've talked with Colombian friends about estrato s, but it was an issue within the subject we were discussing, rather than the main subject. Personally it's not a subject I would ever bring up. Here's my rationalization:

About 30 years ago I had a friend who was a lead carpenter. His wife also had a good job, so they were doing okay. However, they lived in a modest subdivision in Santee. A big contractor in San Diego wanted to hire him, and it would have been an excellent hire. My friend not only had the skills, he had the personality. People were happy to work with him, they were more productive and did better work.

The contractor took my buddy and his wife out to dinner, then headed back to his house for drinks and to talk business. He lived on the bluff overlooking Old Town San Diego with a great view of Mission Bay. While they were all sitting in the jacuzzi, drinking champagne and enjoying the view, the contractor said something like "I wonder what the poor people are doing tonight?" My friend said "I don't know about the rest of them, but 2 of us are sitting in your jacuzzi drinking your champagne."

That one remark completely ended his chance of hiring my friend.

I agree. I hired a few very talented PhDs and a bunch of people with Master's degrees in Medellin. I don't know what estrato they are in, but they all own apartments in Poblado, I assume it will cost them 200 k to 400 k in dollars for an excellent three-bedroom apartment near the Santa Fe mall. In where I live in California, you can't even buy a bathroom with 400 k. A typical person with their education and work experience in California would easily make 300-400 k a year; it hurts me to even think about how much I'm paying them.

I got stopped by police twice in Barranquilla. Both times in the Centro (bad area). No problems in the nicer areas when odd number IDs can shop this day and even number IDs shop that day. But the times I got caught was during the strict lock down times.

First time was during the third week when this all started so around the first week of April. It was a semi strict lock down period when you could only got out on certain days and for a reason. If you were in Laureles I think you will be fine because less police I am sure. But have a purpose and a destination.
