    I think the issue is more than compliance. It is easier to reduce the infection if everyone get tested. In Korea, they find and test everyone that come in contact with the person found with the virus. Not so in the countries that are doing badly. In many cities, you won't get a test unless you show symptom and you probably learn about it a few weeks later from the news and probably no one is making effort to find and inform you. Virus has opportunity to infect more people between the time gap.

    I don't think Colombia and Peru are totally compliant. In US we can do grocery shopping once a week, but many in Latin America have to go out for food often for the simple reason they don't have refrigerator.

    Nounce, the government has been changing dates all the time. Thing is that there is a political rivalry between the president and mayor of Bogota like the Republicans and Dems here.
