A friend of mine just sent me this which was published by EXITO outlining the steps in re-opening Colombia. In the last bullet it states that air travel for tourism domestically, meaning inter-country flights will start in August, with International air travel in December. I don't know where EXITO got this information from, I'm assuming from the government's current plans, or perhaps more realistically what the the Government hopes will be doable depending on how things are going and the logistics of doing so in December.

It should be noted that with International travel slated for December, this is the beginning of high season for tourism in Medellin.

There is also information on the opening of restaurants and Hotels as well to correspond with opening up by the end of the year.

Colombia to date in my opinion has done a much better job of handling the Pandemic than other Countries, however it appears more and more so that tracing / tracking people is going to be the key to controlling things until there is a vaccine, and I don't see Colombia doing well at tracing and tracking people. That's just my opinion of course.

Unfortunately, everything about opening up the Country will be an ever changing and evolving story.

Hard to say. It's only one of two things though.
