Bars that just serve drinks do not add 10% service charge to the cost of drinks. There is a law that is typically not followed where eating establishments must advise you in writing that they will be adding 10% as a service charge. Most places will ask if they can add the 10% as it really is a tip when you ask for the bill. Technically, by law, the restaurants must advise you in writing about this if they intend to add the 10% without asking you before hand, and it will either be posted somewhere or on the menu. However some of the finer restaurants in Poblado / Laureles will just automatically add it. If your eating in El Centro where the locals eat, it will be never be added as most locals don't tip.

In the finer restaurants, on the check, there will be 2 prices (if they don't ask: "desea incluir servicio? One with the 10% added and one without. There's also a paragraph explaining that the tip is voluntary. Only once, when dining with Colombians, did I see someone refuse the tip. However, it depends on what estrato the person is.

If this is what your looking for, perhaps you should be looking for some mothers breast feeding their babies and ask for a feeding. Not sure how much it might cost though. Not sure where you should be looking though. Maybe you might find one in El Centro. My bet is there are a few there, but not sure how you would know. Sounds like a tall order to fill. Cover is 10 mil and beers are 20 mil. Two weeks ago and older guy bartender tried to charge me 22 mil for a Carona. I told him no it's only 20 mil. We argued back and forth until he finally relented and charged me 20. I don't remember the beer price but it seems the minimum drink price is 25 mils. I think the waiters at La Isla are trained better. They are always polite. A waiter I frequently use always writes the numbers on a small notepad he carries to avoid confusion.

Scotiabank (formerly Citibank) ATM's will give between 1.2-2 millones de pesos, and Davivienda will usually give 2. Scotiabank will charge about a 16 mil service charge (which is refunded by Schwab and other banks that do that). Avoid Bancolombia ATMs, they will only cough-up about 600 mil with a lot of fees and other issues. This information is based on using a US based debit card. Also, sometimes it depends on exactly which ATM location you use, but generally Davivienda is the best for max withdrawal at once. Cheers.
