Anyway, here is my personal plan. Land in Medellin. Take a taxi which I have reserved in advance through booking.com to my airbnb in El Poblado. The casas, and clubs, generally would be safer. I know the bars tend to watch out for their customers as well. They will open drinks in front of you so you know it wasn't tampered with, and try to protect their clients in general.
So with consuming liquids. Open the bottle yourself then you know if it was properly sealed. Don't let anyone bring you an open drink. It is very hard to get scoped if you don't ingest it in a drink. Take your drink with you if you go to the bathroom. Or get the bartender to put it in a safe place for you until you get back.
And if you want to risk a date on Tinder or something make sure you get a picture of the ID and the woman and send them to a friend. Adds a bit of disincentive if a chica may be thinking of something harmful to you. See the chica in a place that takes pictures and verifies the cedula of anyone with you. These don't guarantee safety, but go a long ways.

It was several years ago when I read somewhere on a Colombian site about the 50 to 100,000 scopolamine poisonings per year in Colombia. So certainly many, or most, would be Colombian. Every person I know of that has been scoped it was by working girls. But, being that all of those people are mongers that also is not surprising. We were also told by a police captain in Medellin that this is very common with working girls in Parque Lleras, for example. Someone else on this site also mentioned that girls had told him that they were given a standing offer, that if they would do the scoping then the gang would give them a piece of the profit, so basically they could scope someone if the opportunity arose, or perhaps if they were pissed at that client. They carried the drug, and all they needed to do was slip it in a drink, call these guys, leave the door open, and leave.
Anyway, I read your initial post to suggest that working girls are less likely to be involved in scoping. I don't think that is a safe assumption, as they are more likely to be in a position to drug clients than anyone else.

Some casa's have only staffed girls and some have staffed and independents that will rent space there. Some Casas are only space that independents rent with no management. Involves a non-pro. There is never any discussion about paying for the date. The girl is allegedly just interested in a normal date / hook up (even if he is 54 and she is 28!) and then everything goes black for the victim and when he regains consciousness all his money is gone.
