And that people to the Plaza Uruguaya, are Indian, native people who can get the same rights from the goberment, then the native american. They not wants work, study or get any kind of improvement.

Paraguay is beautifull place, you must to see to believe it, but you must to see it from inside, from the people who live it in.

And let's not forget all the poor living in shacks by the river. A fellow traveler told me it reminded him of central Africa. Instead of helping the needy the government spent millions on their Bicentenario parties, parades, concerts, fireworks this year. It's extortion a third world country like Paraguay charges US$100 for a tourist visa and 25000Gs (US$6) national tax for each ATM withdrawal transaction at all banks and cash machines.
