The places that get raided are nightclubs and high class saunas that are NOT licensed for prostitution. These girls / venues want to charge an exorbitant rate because they are not happy working for at the brothel rate (S. / 25 - 35 (troca) or S. / 50-60 (cucardas)).
You are much better off going to a working class brothel. It is legal as well as much much cheaper (ie. Calle Pizza / TR girls will ask $100+ S. / 300! - that's 10ST's at Trocadero).

There have been quite a few large scale protests against the front runner, Keiko Fujimori, whose father was the President from 1990 -2000. He is reviled by the left because he put a hurting on the Maoist rebels.
Like the average Bernie Sanders supporters in the US, the anti-Fujimori leftist revolutionaries are mostly young, female, college students. I imagine there'll be more marches and protests leading up to the election. If you're in town, go down to Plaza San Martin and join in "the struggle". Brothels and Other Zones of Operation.
Licensed brothels exist and operate legally in Peru, but they are subject to police inspections / raids and potential closures for breaking certain laws, including the use of foreign prostitutes who are in Peru illegally. Illegal brothels are common, especially in Peru's major cities.
Street prostitution is common in certain parts of many major cities. Red light districts do not exist, although there have been talks about setting up such an area in Lima.
Child prostitution is illegal. Penalties for pimps and clients of [CodeWord902] prostitutes range from four to eight years in prison.
While poverty and inequality are important causes of child prostitution, part of the problem is also a social attitude that views sex--including paid sex--between adult men and adolescent girls as normal. Teenage prostitution is not seen as a crime. People think that's the way it is. Here, anyone is a potential client.
The Peruvian government recognizes child sex tourism to be a problem, particularly in Iquitos, Madre de Dios, and Cuzco.
