That is from tripadvisor from someone that lives in Peru. She is right about the water in Lima freezing. She is also right about Mancora being the best beach. However, from my experience in Colombia I learned that because they say it is the best beach does not mean it is even a good beach by a foreigner's standards that has been to an actual good beach.
Last year I went to Mancora with a girl that I have been messing with for like 10 years. I was going to go scuba diving there, but a lot of reviews did not recommend it. They said the water is cold and cloudy. And this place is closer to the equator than Lima and I would have been wearing a wet suit. When I got there that water was fucking freezing, but my girl got in it, because to her and her countrymen that is the Miami of Peru. They actually had sand whereas Lima has rocks. Most of the people you see in the water in Lima are surfers wearing wetsuits. I don't know if I have ever seen someone in that water swimming or playing.
From Google: South Beach (Miami) sea temperatures peak in the range 29 to 30°see (84 to 86°F) on around the 10th of August and are at their coldest on about the 10th of February, in the range 22 to 24°see (72 to 75°F).
So the temperature of the water in Miami in the dead of winter is warmer than the temperature of the water in Lima in the dead of Summer.
If you are trying to meet someone don't worry about language. Love conquers all! My first time in Peru I did not speak Spanish. I met a chick on that same site and she picked me up from the airport and I stayed at her house. She took me site seeing around Lima. She did not speak English either!

- Thanks to World Travel 69 I will be looking at map and walk into the closest places. The only problem is that from what I understood the prices are all around $100USD there. If what I get is close to what I used to get in PRC/Shanghai Saunas, then it worth for me, but I think no sauna is as I had in Shanghai with Red Robes, etc. ahhhh. Make sure you guys check it out! Def worth a look. And they have one or 2 very special gems. Went at 4 and there were 3 7's and a 9. All quoted standard 80 with an up charge for special requests. Had a great time and am just sad I went on my last day instead of my first.

I my case AT&T will not get any money from me if I use Whatsapp. If I use AT&T text messaging I have to pay them.
And if I use their text messaging from say Argentina it would cost me a lot of $$. But, if I use Whatsapp they get nothing.
I get the countries sim card; that I am in, and use Whatsapp I can send text and photos for nothing.
You can also make phone calls with it for free.
