The little girls were not actually jumping rope in the park in the video, but rather the writer is saying that's what they should have been doing instead of performing sexual acts. This is a logical scenario, especially if you believe Brown's lawyer, who appeared to say Salazar's accusations were directed towards Larson, not Brown. Based on that and press reports, police do appear to be trying to link Brown to the situation with the young children. It wouldn't surprise me though, if you're right. Salazar said on camera that no organization was involved in pimping her kids.

Looks like a crude entrapment but it worked. LE must have collected enough evidence and proofs of intent to prosecute everyone, so they moved in for the bust. Salazar further admitted to her pimping minors on video after the arrest.
