I'm sorry to hear about the new requirement in Brazil. Seems to me like before mandating it they should wait 5 to 10 years to determine the long term affects on the immune system, among many other extremely important concerns.

It seems stupid to me, and I would bet the yellow fever vaccine requirement is not enforced by immigration authorities in the DR. But I can understand how he would not want to take the chance.
If he insists on waiting until he gets to Rio for the vaccine, he can go to any Posto the Saude and ask for one. The vaccine is free in Brazil. But, my experience with health care in Brazil is that it involves a lot of waiting around for the doctor or nurse. This is time that is much better spent in Termas Quatro Por Quarto!

From October 18 people 12 and older must present their vaccination card or PCR test no older than 7 days to enter bars, restaurants, supermarkets, stores, gyms, sports and leisure venues, jobs, and schools. Also public transportation within the city and city to city.
