From my Experience, albiet a limited one with the the three places mentioned, I would choose Either Varna or golden Sands.

This spring I stayed for a night in Sandanski south in Bulgaria. In communist times Sandanski used to be well known for its spas and health centers, and it is still attracting some local tourism. But all in all it can best be described as a quiet regional town.

The main nightlife is along the Makedonia Boulevard, the pedestrian street running up through most of the center of the town. In the evening the street is filled with young people, with many outdoor restaurants and bars mainly at the upper and lower end of the street. But no working girls.
