Yup you're right, thanks for pointing it out. But the thing is, the cyber police in France is busy enough with pedophiles, organised crime, cyber crime, etc. Without in addition having to care about prostitutes clients. That's why the only options for the cops to actually catch a monger is to keep watch over streetwalkers and intervene when the guys pays up.
Theoretically, they could set up false announces and catch you when you show up. But it sounds like a lot of work and resources (need an apartment and a team to stay inside), and I never heard of such a thing.

According to the translation the girls were advertised on Wannonce and fined several buyers, but only after noticing many people coming in and out of a hotel room and doing an investigation. I think the lesson is to see escorts at private apartments or hotels at cities.

It is about trying to end prostitution and one of the articles made it illegal to pay for sex:

Be careful with massages. I just got a real / proper massage (non-sexual) yesterday, and I had couple of bed bug bites on my arm after that. And this was with a classy (luxe) Thai massage establishment.
I should say I'm not 100% sure if it was the massage place / table where I got the bed bug bites, but I'm quite sure it's not from my own bed.
