A while back, another new law was passed, which will go into effect in July 2017. Mainly, it changes details of various aspects of existing laws and probably won't be noticed by punters at all.

There is no law yet. It is at the level of a draft bill only, to be introduced in parliament by the Government and still has to go al the way through the Bundestag and Bundesrat. Therefore it is premature to put yet a date on it when it will become effective.

A new law stipulates 5 years in prison for customers of forced prostitutes and 10 years for those who force them. I think this is fine. Of course, one would be prosecuted as a customer only if it is obvious that the prostitute is forced. In practice, I don't think that there will be any prosecutions of customers. The fraction of forced prostitutes is miniscule anyway, and in most cases it won't be obvious. (There might be a few cases where people actually get off on knowing that the prostitute is not doing it voluntarily, but these are very, very few and I have no problem with prosecuting them.) There might be more prosecutions for those doing the forcing, but again, why not. Despite what some "feminist" activists would lead one to believe, the fraction of prostitutes who are not doing it voluntarily (as voluntarily as anyone else who works for money) is really, really small, at least in places where prostitution is legal. Even if there are no prosecutions, I think it is fine to have a law making something illegal which should be illegal.

The minister of justice is opposed to making prostitution itself illegal.

Independently of this, some strategies with respect to the prevention of STDs were introduced, a long-term programme up until 2030. Germany has one of the lowest HIV infection rates in Europe. There is a slight increase in other STDs, though.

I have mixed feelings on this one. On the one hand, trying to regulate something which can't be checked in practice is usually not a good idea. On the other hand, there is a substantially higher risk, at least for vaginal and anal sex (though even most girls who do AO don't do anal AO), so I think it is OK to have a law which protects the workers. If they voluntarily choose to disobey it, that's their decision.
