Very simplified, German zoning regulations know 3 types of zones:

- Wohngebiet = residential usage, only for living.

- Mischgebiet = mixed usage, residential and (smaller) industries.

- Gewerbegebiet = usage for industries.

KD was in a Wohngebiet, so they crack down on them by "misusing" the building for sex "industry". So all, which are in a Mischgebiet or Gewerbegebiet, they cannot effect with their zoning regulations.

By the way: in the Rhine-Ruhr-area, a lot of the bigger FKK clubs are in industrial areas.
