Good question and I am not sure that there is a definitive answer.

Generally it is best to avoid shift change which varies from place to place. I think for VK it is around 4:00 p.m. while at KD a bit later, 5:00 p.m.. Also later in the evening will likely be a small line up.

If I was going to view the parade, which I rarely do these days as I tend to book appointments off the web page or with girls that I know, I would try to get there anywhere between 6:30 & 8:00 p.m..
