That is a very disturbing story. While justice my not be possible, there is always revenge. File a anonymous criminal complaint with the German Tax Authority (Finanzamt) alleging Tax Fraud. Just give them the facts along with any documentation you have (invoice), I would explain that they are running a fraud operation and that you have been severely defrauded and that there is probable cause that they are also committing tax fraud. Bottles of Champagne for 800 E will raise some eyebrows with them for sure. If you have documents of the transactions, that will help a lot. I would be very surprised if that operation were paying their taxes on time. In Germany a Bar owner has to pay his taxes in advance, based on the bottles he buys to keep on the shelf. Think about that.

Next: File a complaint at the Frankfurt Ordnungsamt, that's the place that monitors Liquor selling, they have to apply for there liquor licenses there. Explain what happened in German and that you allege that there is very likely more fraud going on, such as tax fraud. Try to provide as many facts as possible. I'm staying in downtown Frankfurt, near the RLD, and I won't have a car. I should have a budget around $1000, so money should not be a problem (old dude disease is more of a problem, as I am on the other side of 50).

2 questions come to mind. First, the RLD. I looked, and found some varying suggestions on how to safely visit the RLD. How much money to carry, should you bring your hotel key or not, etc. Any suggestions for an approach here would be great, as I would like to avoid easy mistakes..

The RLD in Frankfurt is not quite as benign as some here suggest. So yeah think safety first, especially if you are older and inexperienced. Because some will target you just by the way you look, even if it is just a pick pocket. Generally the less you have on you the less you can loose, it is really that straight-forward. Why carry a key if you can leave it in the Hotel?

100 E in small notes is all you will need on your first round, and yes be prepared to climb many stairs. I never take bank or credit cards with me when I am exploring that part of town. Well. There is an APP its called 'DB Navigator', it is really great and gives all the schedules for trains, helps you find just the right connection with prices. So you may want to spend some of your money for a cheap smartphone before you leave, its a most valuable asset when traveling.

'Sharks' is a 16 Minute walk from Darmstadt Nordbahnhof (according to google Maps) there are trains running in that direction from Frankfurt RLD very frequently, just make sure to get out at the Nordbahnhof and not the main train-station in Darmstadt. You could even take a taxi for the short ride, if you don't want to walk.

Yes, FKK will be nicer and more luxurious than the laufhauses, however the Laufhauses are pretty-much a once in a life time experience, they may not be around too much longer due to gentrification in Frankfurt.
