At first sight, the pandemic situation in Hungary is still one of the best in Europe. The official number of daily new infections is incomparably low to US data for example, even if we take the numbers per one million people. And they look much better compared to other countries in the region as well. But the number of tests is extremely low, too, and even moderate experts say that the real numbers should be 10-20 times higher at least. (They also suggest that in this phase more young people may get infected, due to the opening, and among them more might remain undetected, but even they can transmit the virus) And there is a collateral risk: the public will adjust their precaution measures and attitude to the official numbers and the general mood that the pandemic is over.

So I do not want to suggest at all that the situation would be explicitly bad in Hungary. I'm living here and I don't feel any special danger in my everyday life, if I compare it to most of the other countries in the region or Europe. But there is certainly an upside risk both for the actual numbers and for the predictions. I agree with you about the risks of going to Serbia due to to the current Covid situation there, and would not advise it to anyone myself. However, the border between Serbia and Hungary is actually open without any restrictions, and there is no quarantine at this moment for anyone coming (back) from Serbia to Hungary.
