My advice is, do not think with the lower head, do not believe everything you see on agencies' sites, in Budapest or anywhere, but in Budapest especially. The links you have posted are rip offs. There is no company in Hungary called T mobile, it is called Magyar Telekom. It used to be called T Mobile & Westel before that but we are in 2019 & accurate name of the company should be used. To offer someone who is a local 5000 Ft to call a working girl from his phone is a joke. No one will do it for many reasons. Yes, definitely get a local sim card. For various reasons, many girls will only pick up calls from a Hungarian number.

I have had a Vodafone sim card that I have used for several years, but T Mobile also has plans available for tourists too.

Both companies have stores in Budapest with English speaking salespeople to set you up with a basic calling and messaging plan.

I have tried using international numbers and all of them would just decline the call.

It's a no-brainer just get a local number from the airport as soon as you land. And be sure to activate caller ID from the settings on your phone. Had to learn the hard way really.
