At the moment I don't see anything remarkable in Termini as SWs. I would suggest you a bar just beside Termini: Twins in via Giovanni Giolitti 67, near McDonald's. Th, Sa, Su evening it is the meeting point of South American people but also on the other days it looks very interesting.

In Italy it is illegal to oraganize and support the prostitution. A woman. Or a man. Is allowed to have sex with anyone she. He - likes in change of money, love, marriage, passion, pregnancy, . .

Illegal is to manage or overwork the prostitution as to push own wife into prostituting herself or to organize a house with 20 women or to traffic women from Africa to Europe.

I have no direct experience with hotels in Rome but knowing how it works there I don't think you will face any issue with a guest as far: 1) your booking is for a room for 2 pp; 2) at the check in you inform the receptionist that the second person will join you later. If you do this, they cannot deny the girl to join you. Of course a different matter is if you don't want to leave records of the visit you received. In that case better if you opt for a big international hotel where she can take the elevator without being noticed (the hotel staff is obliged by law to check and record the ID of any person entering a room of their hotel, even if it is just a "visit" The alternative is to book an apartment through Airbnb. But in that case you could. Have difficulties to find girls willing to do an outcall to an apartment rather than to a hotel.

With that amount you can only have street workers. And of medium to low quality. Rome is big, you can find them in hundreds of places (of course not in the city center). You just need to rent a car and drive around. If you want to go to an apartment maybe you can find AMPS with Chinese girls for that amount.
