Germany definitely has the better (and more extensive) P4P scene. But I cannot give you any advice really because I don't go there very often. I had a very nice time in Alkmaar, thought it was a few years ago. The city itself is beautiful, be sure to check out the Dutch Museum of Cast Iron Stoves!
