I think EP became popular among tourists for three reasons.

Depends on what you want to do, and how far you travel, although places like Sintra and the beaches west of Sintra are really worth the trip even if it costs a few bucks.

Pound for pound, I find Lisbon less expensive than Madrid or Barcelona, especially given that Uber is an option. I like Portuguese food better than Spanish food, with the caveat that they often serve fish with the bones in it. So you need to remember to eat slowly and carefully, and to not take big bites. A person is almost never served a full fish with the bones still in it in the USA.
