I think what Kama is saying is completely correct.

The low-priced casas in Lisbon, with a published address and ladies immediately available with a line-up as soon as the customer arrives without an appointment, have been in decline for quite some time, largely replaced by independents sharing trick pads and by agency ladies.

There are a couple of solutions. As you suggested, you could go elsewhere. But for the most part the same trend is occurring throughout Europe.
