I always arrange well in advance. Unless a person has a great calling plan, he can run up an enormous cell phone bill and waste a lot of time calling around figuring out who really speaks English, how much they charge (there must be some legal reason as to why the popular ad sites do not list prices), and how to get to incall locations. For most places in Europe, I have that planned out via email / Whatsapp, and with maps, including the metro, before I leave. Lisbon (other than the well-reviewed agency, the walk-in brothels, and the independents reviewed here) is just not as tourist friendly as other parts of Western Europe for buying sex. There are just not a lot of reports of Apartadox independent ladies on the English or Spanish language review boards.
