It's not a big deal and it is, IMO, for their safety, which I completely understand. Aside from that, meeting the girls in the lobby or hotel bar and going up with them, esp. When the hotel has a keycard locked elevator, has never been an issue.

I think I have stayed in all four of the city center Holiday Inns, mostly to burn loyalty points, but I found them all to be perfectly acceptable hotels (much better than USA Holiday Inns). I don't remember any elevator key cards at those hotels, but that can change with time.
Lisbon is a very walkable city with reasonable cab fares. So getting around isn't all that difficult.
