I think that depends on your budget, but if you plan to do incalls, you should stick to areas like Campo Pequeno, Saldanha, Picoas and Marques de Pombal. That will put you anywhere from within walking distance to a short Metro or Uber ride to the majority of the ladies in Lisbon.

You won't have any problem with girls coming up to your room, even in the hotels where you meet them in the lobby due to the elevator requiring a keycard.

That is likely why you don't see as much discussion of hotels in the Lisbon thread as you would in say, the Dubai thread.

So stay wherever you want for regular tourism purposes.

I think I have stayed in all four of the city center Holiday Inns, mostly to burn loyalty points, but I found them all to be perfectly acceptable hotels (much better than USA Holiday Inns). I don't remember any elevator key cards at those hotels, but that can change with time.

Lisbon is a very walkable city with reasonable cab fares. So getting around isn't all that difficult.
