Romania is so-so, it can be nice but also crap. Bucharest, like many capital cities under constant demographic pressure, is a bit messy. The architecture is a typical mix of late 19, early 20th century bourgeois fair, surrounded by and peppered with glorious socialist apartment blocks. There's no medieval "Old Town", just several stages of the modern city. Much of it so grey, that on a rainy day it can get depressing if you're used to better. There are some parks, but for their outdoors & nature fun, people drive 2-3 hours up the Prahova valley, creating a notorious traffic jam every week end. So yeah, crowded and messy, but on the plus side, lots of people to mingle with, and plenty of distractions. As alternatives to Bucharest I would mention Timisoara / Cluj / Iasi, or for an alpine / medieval setting Brasov or Sibiu.

You can study Romanian, larger language schools offer courses for foreigners.

Renting could be tricky, specially as you don't speak the language. Also, medium term renting is uncommon, so you might have to rent from a different landlord every time you go there. But you could probably arrange it. Look at this for a price reference:

Studio apartments are rented out short term for 20-40 EUR / day, or long term 150-270 / month. I never thought I'd say this, but seeing a real-estate agent about it might save you the legwork.

My opinion, posted a few tens of times: the place is great for cheapness and mongering. Honestly you might get bored after a long stay, because there's not too much to do apart from hunting, you can maybe lock yourself in one of the many casinos open 24h. I can't give you proper infos about economical status, but I knew Romania was supposed to adopt euro as a currency and I must have heard they will not. Good, so prices will keep low! I don't know about cinemas, I'm not interested in Romanian spoken movies, but of course there must be schools for foreigners to learn the language. You can find plenty of apartments easily by googleing, or you can use reknown sites like www.booking.com. A nice studio in the center anyway will start roughly from about 30+ euros a day, depending also on the season. Seems little (and it actually is for westerners' pockets) , but bear in mind that an average salary is about 300 euros a month, so if you stay one month you'll face a 1k+ cost, an amount excessive by far in my opinion. If you can find for less, post it! That would be a great info for not-company-sponsored-fellowmongers!
