Will leave it until the autumn. Sadly I think I'm too old for the club scene, what are the oldest people there as a matter of interest? I found Cluj not so bad. Regular trips, 4-5 x per year since 2013.
What I like most is the very lively club scene. There is always a party. Cluj tried hard to be part of the European Youth network, so there are always students and younger people around. I find it easy to meet people in the club, to get connected and finally to have company for the night. Students are important part of night life, but the only one. There are many startups in the city, so lot of people look for fun and good time.

Clubs I like: After Eight, Phi, NOA, Delirio (gay) and Club Midi. Midi is one of my favorites.

Locals are very friendly, good language skills, safe place to walk and stay. I never had any unpleasant encounter here.

Sandwich bars, etc: It changes all six months, just walk around, you won't stay hungry.

I would say skip Cluj if you are just looking for women. In the summer university is out and many women are back in thier villages. The escort scene is very hard in Romania and you would probably have better luck in Bucharest. Was there last summer and did brief escort searches and not much available. Romania does have a good legal massage scene and that has been enough to satisfy me on visits there (been three times). Taxi drivers are a good resource in any city to find what you are looking for. If you go in mid-July electric castle music fest takes place and this is a fun event with many beautiful women. Must be young and have game for success.
